To this end, the Commission issued the General Block Exemption Regulation (GBER) and the De Minimis Regulation. Under the GBER, member states may provide regional aid, SME aid, environmental aid, R&D and innovation aid, training aid, broadband infrastructure aid, local infrastructure aid, support for European territorial cooperation projects, and aid related to financial products backed by the InvestEU Fund without notifying the Commission.
